In 1959, a group of businessmen and cultural figures of Cartagena, headed by Victor Nieto, initiated contacts with the International Federation of Film Producers, FIAPF.
Through the Embassy of Colombia in Paris, to organize an international film festival, comparative advantages offered by Cartagena, new headquarters of the national tourism development, with its historic strengths and natural beauty.
